さて。
今日は、アジア歴史資料センターの『東学党変乱ノ際韓国保護ニ関スル日清交渉関係一件 第二巻／３ 明治２７年６月２８日から明治２７年７月１５日（レファレンスコード：B03030206300）』の2→1画像目。
陸奥から小村への、1894年（明治27年）7月12日発『電送第324号』から見ていきます。
Komura,彼らの宣言への回答として、以下を公式文書として清国に伝達しろ。
Peking.
(3.) Communicate the following officially in writing to the Chinese Government, as reply to their declaration.
The disturbances which are of frequent occurrence in Corea have their source in the derangement of internal administration of that country.
Consequently the Imperial Government believe it best to encourage the Corean Government to eradicate the cause of disturbance by introducing internal administrative reforms and the Imperial Government considered that for the purpose of enabling Corea to accomplish the desired reforms nothing would be better than the conjoint assistance of the Government of Japan and China which have in common a vital interest in that country.
Accordingly the Imperial Government proposed to the Imperial Chinese Government that such assistance be given to Corea, but to their great surprise, the Imperial Chinese Government definitively rejected the proposal of Japan and limited themselves solely to a request for the withdrawal of the Japanese troops from Corea.
Recently Her Britannic Majesty's Minister at Peking animated by friendship and goodwill towards Japan and China tendered his good-offices and endeavoured to conciliate the differences existing between the two countries; but the Imperial Chinese Government still continued solely to insist upon the retirement of the Japanese forces and manifested no disposition to acquiesce in the views of the Imperial Japanese Government.
The only conclusion deducible from these circumstances is that the Chinese Government are disposed to precipitate complications （是則非貴国好事而何也）; and in this juncture the Imperial Japanese Government find themselves relieved of all responsibility for any eventuality that may, in future, arise out of the situation.

朝鮮で多発する騒乱は、朝鮮の内政の乱れがその原因だ。
従って帝国政府は、内政改革を導入することにより騒乱の原因を取り除くよう、朝鮮政府に勧める事が最善と信じる。
また、帝国政府は、朝鮮にとって望ましい改革を為し遂げるためには、朝鮮に極めて重要な利害関係を共通する日本と清国政府の共同支援以上のものは無いと考えた。
それ故、帝国政府は清国政府に対して、そのような支援を朝鮮に与えるべき事を清国政府に提議したが、大変驚くべき事に、清国政府は日本の提案をハッキリと拒否し、ただ専ら朝鮮からの日本軍の撤兵を要求した。
最近、在北京イギリス公使は、日本と清国に対する友情と好意により斡旋を申し入れ、両国に存在する意見の相違を調停しようと試みた。
しかし清国政府は、それでも単に日本の撤兵のみを主張し続け、帝国政府の意見に同意する意向が無い事は明白である。
これらの状況から推論できる唯一の結論は、清国政府は紛糾を引き起こす事を欲している。
そして、この状況で今後起こりうるであろうどのような事態も、帝国政府の責任から解放された、と。
結局、11月17日のエントリーの1894年（明治27年）7月12日付『親展送第82号』で見た、清国総理衙門王大臣に対する照会案を英文で伝達したものって事ですね。
